Julie urges lawmakers to improve the way the legal system deals with rape. There is a chronic failure to report and investigate rape cases. Only 6% of rapists ever spend a day in jail. Julie felt a need to help other mothers to stay safe. KeepingMomSafe.com. The Safer Act of 2010 would create a national registry to track untested forensics (DNA) from rape cases.
